Keyboard lockup after login

I have a user who, after logging in, has an unresponsive keyboard. She has to
hold down the Shift key for about 10 seconds, until it makes a screeching
sound and then the keyboard works normally. Has anyone else encountered this
and know how to fix? This appears to be user related because when I login the
keyboard works fine.

Well, I have seen the reverse, hold say the space down for more than 10s and
the keyboard locks up totally.
The mouse still works, allows a graceful reboot.
