Keyboard changing

I remember somebody recommending a program for changing the keys on a
keyboard.

For example, my boss wants to change the keyboard so that when he presses a
"$" key, the "£" symbol is displayed instead.

I know I can do it in the Windows Control Panel by changing the keyboard to
British etc. but he is used to using a US keyboard, and finds it hard to
remember to press "Shift+'" for the "@" symbol.

Any help is appreciated.
