Keyboard activates after holding shift key

I have a keyboard that constantly stops working. If I hold the right shift
key down, the computer starts to beep. After 5 - 10 seconds there is a
strange sound and the keyboard starts to work.

All the accessibly features are at the defaults

There are not multiple keyboard languages installed.

This is a Dell computer

Swap out the keyboard for a known-working one. If the problem is gone,
throw the original keyboard out.
