I don't believe so. It's not on the list of available toolbars, so you can't
select it when you're not in the header/footer pane. Most of the buttons on
the toolbar would be useless elsewhere than in the header or footer, but if
you want to, you could create a custom toolbar and copy buttons from the
Header and Footer toolbar onto it. What were you hoping to use it for when
you're not working in the header or footer?
Thank you Suzanne! I have a user at our firm who thinks she used to have the
toolbar displayed at all times before she got a new PC. I think she might
have it confused with something else.
