Keep getting asked to read and accept the End User License Agreeme

I just re-installed Outlook 2003 on my computer and everytime I open it it
asks me to read and accept the EULA or End User License Agreement, even
though I have already accepted it. I am runnining on Windows Vista Ultimate
as my Operating System. Does anybody know why this happens and how I can
make it stop doing this?

Is your account an administrator account? if not, log into windows using the
admin acct and accept the EULA.
