KB928388-Time changed on 01-APR, not 11-MAR

I have XP 2002 SP2
I successfully install KB928388 but i do not get the desired result from the
patch.

When i put my clock at 1:59AM on 11-MAR-2007 (the second sunday in march);
the clock does not jump ahead to 3AM.

When I put my clock at 1:59AM on 01-APR-2007 (the first sunday in april, the
way DST used to work pre-2007) the clock does jump ahead to 3AM and skips the
2:00AM hour.

I have not seen anything on the internet about anybody else having this
problem.
Anybody know what i am doing wrong?

I have the update, and this works for me. What is your time zone?

GMT -5 Eastern Time US and Canada.
note that when I put my clock at 1:59AM on 01-APR-2007 the clock skips 2am
and goes to 3am. Exactly what should hapen before i applied the patch.

I really do not understand how i can be the only one that has this issue.

Well,
after uninstalling and re-installing the patch 7 or 8 times, with all sorts
of reboots, not rebooting, etc. it now works.
I have no earthly idea why that fixes it?

As soon as i installed KB928388, my ssh client also fails to connect to any
remote systems. I would like to think that this cannot be related, but it
hapened at the exact same time. And I also understand this patch does not
keep the OS aware of the old DST when dealing with years past. Thank god i
use linux for all realy servers and things that matter, but the office makes
me use this microsoft workstation...
