KB925902 + SP3..NEEDHELP

Everytime i try and install a new software, i get a error report come up
saying 'The system DLLuser32.dll was relocated in memory...etc'
and i understand that you've had some problems with it..and it's something
to do with KB925902. I tried to download lots of things to get rid of it, off
this website..but it just says 'Set up has detected that the service pack of
this system is newer than the update you are applying. Theres no need to
install it.' because i am running on Service pack 3. I was just wondering
what do i do to get rid of the problem?

Specifically, what issue is the system experiencing ... software will
not install OR *updates* will not install ?
