The above critical update has been download and installed
3 times. The last occasion I deleted the old file first.
Windows update still sends this update as needed.
Why?
What can I do to stop it?
Has the update been properley installed?

I just went through a similar experience. What happens
is that the update failed to install. In my case, I did
not have enough disk space on the boot drive.

Go to your \Windows directory and look for KB828741.log.
It is an ASCII file, so you can read it to see what
happened.
