KB article 314463 Why?

I came across article 316505 while researching an
opportunity with winXP not seeing larger formatted HDDs,
and noticed WinXP by design cannot format a FAT32
partition larger than 32GB. Thinking this odd I read the
subject KB article hoping MS would shed some light on this
design decision... all the article does is restate the
fact that WinXP cannot and goes on to recommend Win98 or
WinME to do the dirty work of formatting the drive before
using it in a WinXP system.

This is all fine and dandy but why does WinXP include this
inferior software by design?

Anyone have a clue?
