Justified text shows left aligned on the website when published

I justified some text on a web page and, although it shows justified in the
design page, it appears left-aligned in the preview and when my page is
published. I am using FrontPage 2003

That's not true. FireFox and NS6+, possibly even NS4, show justified text
just fine.
