Just built a new PC and it will not boot

After removing most all devices and still not getting anywhere, I take
the board out of the case and take a shot at it again.

A motherboard standoff may be where no hole is - short circuit.

This might be a little obvious, but is there anyway that any part of the
motherboard could be touching the casing? I seen a similar problem
before, when someone had screwed the motherboard straight to the casing,
when it required risers at one end, and the guy building it didn't
realise. If that is not the problem, then the CPU or motherboard are
screwed. Do you have any friend that have a P4 they could let you try?

They've had an on die thermal diode for a long long time. Motherboard
manufacturers didn't bother to make use of it until a few years ago, so
it wasn't AMD's fault. Blame VIA and SiS.
