Juno (ISP) disabling Internet Connection Firewall

I have WXP Home, IE6 SP2, dialup, Juno is my ISP. I
repeatably enable ICF and it becomes disabled when I
connect to Juno. Why is this? And is there anything that
can be done to keep it enabled?

If you are using their "special" software to perform the connection, my
guess is that it overwrites its dummy connectoid. Do you really need to
use their software to make the connection (i.e., can you eliminate the
3rd party dialer or connection software and just use a standard
connectoid in Windows and use Windows' dialer or LAN connectoid)? Since
you're paying them for access, what does Juno have to say?
