Junkmail not working consistently

I have many cases where I tell Outlook that mail for a particular sender if
"not junk" and should be added to my safe sender list. I have set my email
account so that all mail except that from senders in my safe last and mail
from people in my contact file, should go to junkmail. I have also added a
number of senders and domains to my blocker sender list (obviously not the
same as my safe senders list).

The problem is that I often find that people I add to my safe senders list
wind up in junkmail. I have no idea why.

I am using Outlook 2007 under Vista Ultimate.
 
Do you have any rules configured which have the action to move items to the
Junk Email folder?
Which mail account type are you using?
Is there server-side filtering going on here?

If you install the Cumulative Update of February 2009, you'll get an
indication in the Infobar of a message which informs you whether the message
has been put there by primary filtering (Junk Email filter itself) or via
secondary filtering (rules, server-side, 3rd party products, etc...)
You need to install the following 2 updates for that;
