There is no such button in Outlook. There is (on Actions>Junk E-mail) an
"Add Sender to Block Sender List", but that's not the same thing as marking
a message as junk.
I beleive Outlook 2007 is the only version of Outlook that has a 'Junk'/'Not
Junk/Spam' button on the interface.
for prior versions you will have to follow Brian's instructions.

Not in my opinion. Adding a sender to the Blocked Senders list is not the
same as marking a message as Junk E-mail. Usually, those anti-spam scanners
that are trainable have "mark as spam" actions and that action modifies the
scanning heuristics. Outlook's scanning heuristics are not user-modifiable.
