Junk Mail Doubles Up

For some strange reason all my in-box messages are also sent to my Junk Mail
folder. That means I get ALL my emails twice and constantly have to empty the
junk mail. It isn't acting as a filter. I can't find any buttons to eliminate
this. Any suggestions?

What version of Outlook? What type of account? Is this recent? If so,
what changed just before it began happening? Do you have any rules?

Outlook 2003. What do you mean "type of account?" Not so recent; i've been
putting up with it. Don't recall what may have changed before it began
happening. The only rule that has a check in the box says, "sent only to me".
I'm not sure how else to dtermine if rules are set. And, i've blocked a few
or asked certain things to be sent directly to junk.

Exchange, POP, IMAP, or HTTP.
Not so recent; i've been
