Junk Filter OFF but still filters (2003)

I have Outlook 2003 (SP1) Tools -> Options -> Junk E-mail set to No Automatic
Filtering but it is still filtering and moving items to the junk mail folder.
I want to use a 3rd party tool for spam but can't turn off the feature in
Outlook. VERY annoying. Please advise.
 
This is a shot in the dark but check to make sure you aren't filtering any
country domains or character sets as shown in the other tabs of the Junk
Mail dialog
 
Good shot! It turns out that the countries in the 'Blocked Encoding List'
were all checked. So much for having a top level toggle to 'turn filtering
off', when yes is no and off is on (grin). Thanks for the quick response!

Even with Automatic Junk Mail filtering turned off, Outlook 2003 WILL
still filter junk mail from anyone on your Not Trusted list. Try
clearing your Not Trusted list.

Care to describe how to find a list named "Not Trusted"? As far as I can
tell, there's a "Safe Senders", "Safe Receipients", anda "Blocked Senders"
list, but I don't see an "Not Trusted" list, unless you're translating the
name to English from a non-English Outlook installation.
 
I have the same question. I have tried all the responses and none apply to my
problem. I cannot turn off outlook junk mail !! My 3rd party is not even an
option that I can find. It was there when I first installed Outlook, now it
is gone.

addresses in the blocked file, no countries or domains blocked, Outlook 2003
WILL
still filter junk mail. Microsoft needs to fix this bug.
