You can use a tool like this:
http://sector7g.wurzel6.de/pdfcreator/index_en.htm (or other pdf print
drivers) and then print from http://irfanview.com/ . That's one way to do
it.

I do this all the time for graphics inclusion in PDFLaTeX documents.
The optimal way is to use Jpeg2PS:

http://www.pdflib.com/products/more/jpeg2ps.html

and then convert the resulting EPS to PDF format using "epstopdf":

http://www.ctan.org/tex-archive/support/epstopdf/

If you have a TeX distribution installed (like MiKTeX), then you
should have "epstopdf" already available.

Note that "epstopdf" requires a working GhostScript installation to
do the conversion.

I agree that this procedure is a bit cumbersome if you don't have
these tools installed already. If you have, it's surely the fastest
way and will give you the best results.
