I'm running FP2000. Picture Properties currently show a jpeg quality setting
of 75. Is it possible for me to change the default value for all jpeg files
in the web? Thanks.

Sure. Just import them before you insert them into a page. The compression
is only used when you insert a picture from outside the web.

You'd do that in your image editor - set the compression rate I mean.
Frontpage is not good for handling images - and that is not its intention.

So you'd have to go and reprocess/save all your jpgs within your image
editor, unless there's some utility around that can mass-process images and
set them all to <whatever>% quality/compression you choose.
