WindowsXP Paint should be able to convert your BMP file into a JPEG.
However, Paint gives you very little control over JPEG compression. Most
photo editing programs are better suited for converting images into JPEGs.

Try clearing out your TIF folder. Open Internet Explorer and go to
Tools>Internet Options and click on 'Delete Files..' and then 'Delete all
offline content'.

I've had this problem many times, can't seem to get rid of it. I delete temp
files, tweak the cache size over and over again, and the problem always
returns within a few days. I de-installed and reinstalled IE, and that
worked for about three days.

I even bit the bullet and spent a couple hours reinstalling Windows and all
its updates. That did the trick. For three or four days.

I've finally had to resort to extracting the picture I want directly from
the temp file folder.

I've had this problem so much, and I see it posted here so often, that it's
clear MS needs to do something about it.

I've got 50Mb allowed for my TIF folder. I don't seem to have any problems
with that - how much disk space have you allowed for your TIF folder?

I would think that this option would be somewhere in the
registry. anybody out there have an idea of where in the
registry this information might be located?

Clear out your Temporary Internet Files folder. Do so on a
regular basis.

To clear out your TIF folder, right click on the Internet
Explorer icon on the desktop, pick "Properties" then "Delete
files" and put a check mark in the box before "Delete all
offline content". Click "OK".

Make sure that you've saved anything in the TIF folder that
you want to keep before you do this.
