Joysticks for Win2K Power Users?

Running Windows 2000 and DirectX 9.0a. DXDIAG reports all is well.

My joystick can be installed with standard Windows drivers, calibrated
and used when I am logged on as an Administrator. Power users have no
access to the joystick. Can this be changed?
 
whose joystick driver?

if you use one of the generic MS drivers, does it work with reduced
priviledge levels?
