Journals for multiple contacts folders

Outlook 2003

I have set up two separate contacts folders. When I go to Tools -> Options
-> Journal Options, the only contacts that are available for Journals /
Activity Tracking are the ones in my original, default Contacts folder. The
contacts in the second contacts folder that I set up don't appear in this
list.

I have set the second contacts folder up as an Outlook Address Book by
ticking the box in the Properties dialog box ... is there a reason why I
can't set up contacts from other folders to track activities?

Because Outlook simply doesn't support that. Consider consolidating your contacts into the one folder and distinguishing them by categories.
