Jet Database engine cannot open the file ".

I'm at my wit's end on this issue. I have a couple of small databases which
intermittently get this message when trying to open a table, query or
report:

"Microsoft Jet Database Engine cannot open the file ". It is already opened
exclusively by another user or you need permission to view its data."

There are two linked .txt files coming into the database with only two
fields of data. The permissions are wide open for all users at the database
level and at the network level. I've tried setting the database options to
no record locking, shared access, exclusive access, but these seem to have
no effect on the problem. I've tried to move all files and linked files from
the server to the local drive. Still no solution.There is clearly no other
person or application accessing the database or the linked tables. JET
database engine has been updated at both server and client. The issue occurs
on machines running Windows XP Pro and either MS Access XP or 2003.

The error happens when I try to open a query or report based on one of the
linked tables, but it doesn't happen all the time. If I try to open a report
once, twice or three times I may get the message, but on a subsequent try,
the report works fine. Could this be an issue with the .ldb file not being
updated in a timely manner? Anyone else experience this and come up with a
solution? Any help greatly appreciated.

More info...
I get the same error message when I try to import these txt files into a new
database as well. Again though, on the second or third try at importing or
linking them, it works.

Also, during some imports, I get the message "Property Not Found" before the
import fails.

Is there something about these TXT files I'm missing? I've done this before
with absolutely no issues. They're simple comma delimited files with two
columns of numbers and text. Aaah!

Update: It was the virus scanning software. Trend Micro's Officescan was
trying to scan the files at the same time I was trying to access them.
Apparently Trend's answer to the issue is to turn off their Intelliscan
feature, and choose to scan by file extension only.
