In "Advanced" in my BIOS is a field called "USB Legacy Support". If set to
AUTO, it allows the system to detect a USB device at startup. If detected,
the USB controller is enabled. If not detected, the USB controller is
disabled. If the field is set to DISABLED, the USB controller is disabled
whether a USB device is being used or not.
