First check to see if Java VM is installed:

in Internet Explorer click 'Tools'
click 'Internet Options'
click on the 'Advanced' tab
Scroll down the list [it's in alphabetical order] to see if there is one or
other Virtual Machine - either Microsoft VM or Java VM

If it's there and unchecked, then click in the box or
If it's not there download and install
