JAVA VIRTUAL - What's happening????

Is there a problem between Java and Microsoft?
I recently reformatted/reinstalled everything on my h/d.
Now I am visiting websites that tells me that I need to
download the JAVA Virtual Machine(?). When I click the
link, it takes me to a page that has thousand of tin
words, "in effect - it is not available at the Microsoft
site.

How do I get the Java Virtual Machine installed?
