CAN'T INSTALL JAVA BECAUSE OF MISSING FILE MSI7B.TMP
HOW DO I CORRECT THIS PROBLEM?
 
This is not a Windows file and given that the file extension is TMP,
indicating it is a temp file, my guess is, this is supposed to be a part of
the Java install package. That being the case, it would appear the install
package you downloaded is corrupt. I suggest you try downloading it again
and retry run its setup.
