You rebuilt the machine and installed SUN Java not MS JScript Virtual
Machine (JVM) they are different.

What Operating system you have, and did you got he Update from Ms Website

Read this on JVM and if you have a Question send it to the JVM newsgroup :

be found on your system, Please download aJRE from http://java.com/getjava'
Hence downloaded and installed that but still getting same error message.
The sun Java is not showing up in Internet Options, Advanced tab or in

Download/install for Java try to download and install offline and Reboot and
see if the issue will resolve:
http://www.java.com/en/download/manual.jsp
Again is your computer clean from malwares and Virues?, scan for them.
Try to run this command to repair any damaged files/folders may on your
system:
Open Run command and type:
sfc /scannow click [ok] and if it asked you about the XP Cd hand it in o
let it repair the damaged/corrupted files/folders found.
What website is that asking or giving you this Error message?.

That link goes to the previous version of java, Version 5 update 9. The
most recent is update 10 should be used and is available from here:
http://java.sun.com/javase/downloads/index.jsp

Why Sun has an older version on that one link I don't know.

Sun also may confuse the casual user by including 14 separate "download"
items on that page. Just to be clear, what most people need (if you
don't know what you want, this is what you need) is "Java Runtime
Environment (JRE) 5.0 Update 10"
