Windows XP does not install Java.
As of January, MS will no longer support it due to suits from Sun.

I think you're talking about enabling a Java virtual machine.
Microsoft stopped supplying Java VM in WinXP SP1+ and IE6 SP1+.
You can downoad SUN's VM:
http://java.sun.com/getjava/index.html

or still get the Microsoft VM, say at:
http://hod.isc.ucsb.edu/ucsb/windows/hod_jvm.html

Then the option for Java VM appeares in IE under 'advanced'
