Japanese Language Support

I want to send emails in Japanese. I was told that
Windows XP supports the Japanese language for both
reading and writing. I would like to find out how to set
it up to enable that.
 
Greetings --

Start > Control Panel > Regional and Language Options > Languages,
Supplemental Language Support > Install files for East Asian
Languages.
