Items move when site is published to web

I am so confused...as a new frontpage user, I am at a loss. When I publish my site to the web, it looks just as it does on my frontpage program. But, when I check it from any other computer, things are moved and resized. I posed this question here already and was given the advice to build my site using tables. So, I did that, I redid everything in tables instead of text boxes. Also, my screen resolution is 800X600. I have a 17 inch monitor if that makes any difference

Any feedback as to why even cells of my tables are being resized? I am doing the tables based on percents and not pixels

Are you using the space bar to position
items on the page??
If so, different monitor settings make the spaces
different sizes and this will cause items to shift.

Or, if you are using absolute positioning to position
items, this can cause items to shift as all browsers
don't support absolute positioning.
