Issues with Mulitple users VPN'ing into main office from same remote location.

I'm having issues since my company merged with another divsion. Users from
my office are trying to remote into another office. But it seems only one
can go in at a time.

All 3 offices are running Windows 2000 RAS Radius configurations.

Is there a routing or policy I need to change in order to allow more then
one user from the same location to remote into my other office without
creating a Tunnel?

Any help is appraicated.

This is usually caused by a router/NAT device only allowing one VPN
connection.
