Issue with Office 2k3 on Win2k TS

I am having an issue allowing users to run Office 2k3
apps as well as Project 2k3 on a terminal server.

I have tried several attempts at installing the apps
(various MST files, Different configs, etc etc etc). The
issue is that when the users log in and attempt to run
one of the office apps that they should have access too,
it trys to do a little bit of install and we get the
message "You must be an administrator to add, configure,
or modify applications on the Terminal Server". The
problem is, we want to avoid adding these groups to local
admin.

I have set it up so these users are in a local group that
has full control of the office folder. If I move them to
local admin it is fine, but I need to find a way to allow
this local group to run these apps.

There is one other folder for Adobe Acrobat that this
group has full control of as well. That application works
fine.
