Issue with keyboards

I have a nice new shiney USB keyboard, which I brought becasue my old one
seemed to be playing up, however when I connect the USB board to my computer
it spams " gh gh gh gh gh gh gh gh" etc and will do nothing.

Conversly my old PS2 one while apearing to type ok has keys that don't do
what they should, eg Numpad enter is Enter and Caplock, Shift also presses
F9, and Enter launces windows media player.

My system is an XP bassed system. I have run scans with Spybot, Ad-Aware and
Avast anti-virus but to no avail.

Please help.

Have a look in Control Panel, Regional and Language Options, Regional
Options. Are Standards and Formats AND Location both set to the correct
country?
