Issue w/XP's Event Viewer

I am running Windows XP Pro SP2 and get a Permission Denied error when I try
to open the System or Application Event Logs using the Event Viewer. The
Security Log opens ok. The user that I'm logged in as belongs to the
following groups: Administrators, Backup Operators, Debugger Users, Guests,
Power Users, Users, VS Developers. If I log in as the Administrator, the
Event Viewer works fine and I can access all the logs. I have cleared them
and they are refilling normally. I have tried deleting the logs, but they
are locked during boot. It is only the users that can't access them. Even
though the user belongs to just about every group on the system.

I didn't have this problem before SP2. I have also tried accessing events
using VS2003.VBNET with the same Permission Denied error.

Anyone got any ideals?
