I was just told that my ISP is not allowed to provide technical
support for Microsoft Outlook because Microsoft will not allow the ISP
to provide such support to their product.

Could anyone clarify why or how Microsoft can prevent another company
to provide support to their product?

you pretty sure your ISP "can" provide support for MS's Outlook?

here "can" means have the technical resources and expertise

I have not heard of an ISP that could, would provide support for email
clients, let alone the operating system
post your problems here where the real experts hang out and forget about the
techs at your ISP

I've never heard of any such thing. I wonder if they're just making up an
excuse not to answer your questions.

AFAIK, Microsoft cannot tell any company or person that they cannot provide
support. If that were true, then anyone in here that helps out would be
guilty.

My guess is your ISP does not have thee background or desire to help out.
Most ISP's I have dealt with will provide pretty good support in IE and
Outlook Express and more of the basics for the full Outlook.
