I have an ISO that would burn a data CD. Is there any way to "mount"
the file so I can browse and copy files and folders from it?

Several.. Google would help you quickly.. I will try to filter what Google
would give you.

Daemon Tools (good and free):

(I recommend older versions... 3.47)

Microsoft Virtual CD Control Panel

(Not the best - but works.)

Many of the major CD/DVD writing applications come with their own ISO
mounting utilities.

Alcohol 120%

Many more..

Google for "mount iso in Windows XP".

Search using Google!

Yes, simply install a virtual drive to mount the image file.

If you have a recent version of Nero, it should have one called "Nero
ImageDrive", which can emulate up to two drives.

Or you can download the Daemon Tools which can emulate up to 4 drives.

I agress (for what it's worth) this is a very good program for what
you want.

Although I am sure there is nothing wrong with Pennywise's copy - I always
recommend getting it straight from the manufacturer's web page..

(scroll to the bottom - it's there..)

You can also get older revisions:
