Have you tried installing any external themes?
Install this Zune theme from Microsoft and see if any change occurs to your
task bar?

have you checked these:

no.164, 195(look at the right column),243
also have you checked by creating a new user and then applying some theme
change as posted by some earlier.
Some of the tweaks will edit registry so back up your registry.
And is your XP up to date with all latest fixes ?

I have tried those already. perhaps you should read my other posts to get a
good idea of what is going on please.
