isass.exe Virus

I get the message lsass.exe [looks like Lsass] Security Accounts Manager
failed 0xc0000008 handle is invalid on a friend's computer.

It only allows me to reboot, even in Safe and Command Prompt Safe mode.

I've read that this might be a virus, but how do you replace the SAM file if
you can't even get a command prompt?

It isn't a virus, it is an OS corruption of some form.
