Is Vista rtm nov 2006 same as retail vista out on jan 31 2007 ?

Yes or no ?
Is Vista Rtm came out on nov 2006, the same copy as the retail version of
vista that came out on Jan 31 2007 ?

This forum give out too many different answer .

The basic installation disk is the same, but there have been many updates
released since the original November release date. Nothing will change for
the contents of the installation disk until after a service pack is
released.
