Is Vista Anytime Upgrade available elsewhere?

Is Vista Anytime Upgrade available at other than Microsoft site? Do I
really need to buy it at Microsoft website? Please help me with this.
 
If you start the Anytime Upgrade process your computer should give you
options. I'm not sure how this is managed - on my PC it gives me options
including Circuit City and the manufacturer of my PC. My PC came with Vista
pre-installed, so yours may be different.
