Is this a virus / worm ?

In a gambling forum I have read that at link

http://www.cryptohacker.com/index.html#gambling

you can download a file that should "patch" your computer to overcome a
DNS filter that italian government have created to keep italians internet users
off foreign gambling sites.

Someone, in the same forum are arguing that this it's a virus, dialer or trojan.
My antivirus have gave a negative response.

What's your opinon ?

Ignore such a statement. It is NOT an authorative source of information.

If you have a sample, please submit it to Virus Total --
http://www.virustotal.com/flash/index_en.html
The submission will then be tested against many different AV vendor's scanners.
That will give you an idea what it is and who recognizes it. In addition, unless told
otherwise, Virus Total will provide the sample to all participating vendors.

You can also submit a suspect, one at a time, via the following email URL...

When you get the report, please post back the exact results.

I'd just manually set the DNS to some server outside Italy, IF
a quick Google round showed that this supposed filter imposed
by the Italian government actually exists.
