Is this a Outlook 2002 bug?

One of my users had a rule to move messages by subject words in Outlook 2002.
This rule also triggered on Meeting requests with matching subject words.
But the worst thing is this removed the "tentative calendar appointment"
when it moves the message to another folder.
This was getting the sender of the meeting notice very confused and I was
tracking the messages on exchange server and seeing the messages going fine.
Sounds like a bad bug to me.

Why do you consider it a bug? Rules act on any data item arriving in the
Inbox, which means the meeting requests as well. Adjust your rule so that
it avoids them.
