Is there any way a "Blind CC" recipient can be seen by others?

I am part of a large intranet with Outlook 2002 being the email program of
choice and I'm being challenged about "Blind Copies" I'm sending to people
outside the network.

How can anyone tell if I'm sending blind copies at all? Regardless to whom?

Well, think about your message as the recipient see it. They aren't in the
To header. They aren't in the Cc header. So they will assume they were
Bcc'ed (which may not be true since none of those headers are actually used
to specify the recipient of a message).
