I am looking for a program that will keep my IP address private. Is it

The solution pretty much depends on what you're trying to do:

"Stealth" your IP against scanning attempts? A firewall solution.

To surf the internet? Anonymous web surfing services.

Email? Some will want to know why you feel the need to do that before
offering a suggestion (IOW, nobody wants to help a spammer.)

When doing what? In email? On usenet? In IRC?

Remember, your IP address is the address other computers (like Web
servers and email servers) use to send you the things you want from
the internet. Not letting your IP address leave your computer is like
asking to receive postal mail without letting anyone know your address
or post office box number. Where do they send it? Other computers
know you ONLY by your IP address.
 
If it's not free, why are you suggesting it?

A person's need for a particular program may be more important than
whether it's free; the OP didn't specify only FREE. It provides the
OP with some other products to compare the pros/cons. 'FYIS.org'
also suggested a non-free program in case you didn't notice.

Everyone understands this is an unmoderated newsgroup. Still, if
someone posts to ALT.COMP.FREEWARE it's reasonable to assume they're
looking for a FREEWARE solution, even if they don't include a line to
the effect of "I'm totally not interested in anything that's not
freeware." The other side of the same coin is that the OP didn't
specify they were looking for non-freeware solutions either.

I don't know whether "John" (who raised the point with you) noticed
the "FYIS.org" post, but I did, and others probably did as well.
Sometimes, as in sports, for instance, the first infraction slides by,
but the second one draws the penalty.

Personally, I think your motives were well-intentioned, but obviously
off topic. That's not a criticism, but rather an effort to seek your
cooperation (and the cooperation of other posters by proxy.) Next
time, in a similar situation, you might consider a reply along the
lines of "I don't know of any freeware solutions, but if you Google on
'hide your IP address' you'll find some other options." (The link you
offered was about the 7th one down.) That way you've helped the OP and
still kept the spirit of alt.comp.freeware. Alternately, you could
also take it to email.

Does that sound like a reasonable request?
 
First of all I want to thank each one of you who replied to my post.
Here is a little more information of what I may need to hide my IP address
from a specific web site. Nothing bad or illegal, it is for a good cause.
Here is the story:
I went to a web site to leave my vote for my favorite singer, voted for him
once, but I can't vote for him again.
I know you are going to say that if I do, I'll be cheating. Yes, somebody
else who is a fan of another singer found the way how to do it and he/she is
cheating. That singer is way ahead of anybody else.
My point is the following, if someone else is cheating why shouldn't I? The
singer who I am voting for died 3 month ago from cancer. Non of the media or
artistic industry have done anything to recognize his 35 years of hard work
and contribution to the Latin Pop music.
The computer I voted from has a static IP address and is connected to the
home network. Even though there are two more computers in the house, since
they are all connected through the network, they all have the same IP
address. When I tried to vote from my daughter's laptop, it told me I
already had voted for that person.
I was thinking, that if I have an anonymously IP address I can vote for him
more than once. Am I wrong?
I am not planning to use the computers on the network because they already
got my IP address, but an old computer that I haven't used in years and I'll
have to connect to my phone line.

Please don't fight about freeware or shareware. It there is a freeware
program out there it will be a BIG PLUS, but if not, I don't mind paying for
it as long as it does what I want.

Yes! You should know better than that. If someone else is cheating then
report it. If reported and caught then their votes should not count.

Usually when you disconnect from dsl then reconnect your ISP gives you
another IP ( you or your router / modem)
