Windows Power Toys for XP, TweakUI can do it using the group
policy editor if I remember correctly.
| This involves changing the registry so as you may already
be aware, great
| care should be taken when changing settings:

| Go into START / RUN... and type 'regedt32' in the dialog
box.

| Once in the registry navigate to the following folder:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\
Explorer\Advance

| On the right hand pane you will see an entry named
"ShowInfoTip" - modify
| this setting to be '0' (zero).
|
| The new setting will take effect when you log off and back
on again.
