Is there a way to set System Standby to Never "Locally"?

Everytime I set up a new user I have to continuously set the System Standby
option in Power options of the control panel to Never. Is there a way in the
registry or Administrative tools I can set this option locally so i don't
have to repeat the process for every new user?

Try this:

You might be able to set logon as admin, set the standby option then use
gpedit.msc to remove the ability from the users to change it. There
isn't a power option in gpedit.msc (at least not one that I have found).
