Is there a way to send rejection message to blocked sender

Is there a way to send a rejection message to a blocked sender? I'd like to
simply return any messages from a particular sender with a message that the
email was rejected by me

You could create a rule but it just creates more spam when you do it and
lets the sender know your address is valid... in many cases, the sender's
return address is bad, so the message you reply with will bounce back to
you, creating even more spam in your mailbox. Because of this we highly
discourage doing this.

I looked at rules but couldn't find anything for returning mail to sender
with rejection message. I only want to do this to specific addresses that I
am confident of. If their address changes I want to be aware of that so I
don't care if it bounces back under that condition.
