How do I limit the file size of incoming e-mails?

I'd like to have the option to reject incoming e-mails (especially those with
large attachments). Is there a way to do it without having the sender's
e-mail ID blocked?

You can set the size of items that get fully downloaded here: Tools menu >
Send/Receive > Send/Receive Settings > Define Send/Receive groups. Items
larger than the setting only have their header downloaded. You can then
delete the item easily without a full download

In addition to Vince's suggestion, you could create a rule that deletes
messages with attachments or messages larger than a certain size.
