Is there a way to make an event in my personal calendar public

I have users that want to take advantage of the public calendar but do not
want to have to make two entries -- one in their personal calendar and one in
the public calendar. Is there a way of making an event in one's personal
calendar appear on the public calendar without re-entering the information
into the public calendar?
