Is there a rule to send back mail with no subject matter?

Is there a way to create a rule to send back e-mail with no subject matter to
the sender? Or create a rule that will make it possible not to except mail
without a subject matter

you can create a rule to delete mail without a subject but sending a
response back is a bad idea since you would be verifying your address to
spammers.
